For the sake of argument, let's say that there are extraterrestrial civilizations capable of interstellar travel. Such civilizations maybe millions, (perhaps even billions) of years ahead of us technologically.

It is impossible to wrap your mind around what an additional million or billion years of technological progress would look like, especially in comparison to the vast progress humanity has achieved in only the past 500 years. If these intelligent beings were biological and humanoid at one point, they would have long since evolved and changed into something completely different given the sheer time scale.

It is also not unreasonable to suggest that many civilizations wipe themselves out within a millennium or less of developing atomic weaponry. It is not contentious to view the splitting of the atom as a critical point in the technological timeline of a planet harboring intelligence (biological or otherwise). I believe this event is also what corresponds to the vast increase in UFO sightings in the post-nuclear timeframe. It possibly is an event that may trigger a detection system set up by extraterrestrials to let them know a critical technological threshold has been crossed, upon which a greater need for surveillance of our planet arises.

But let's go back to my original point of a hypothetical civilization with millions or billions of years of technological progress. Such a civilization would likely be so advanced that if it wanted to it could evade every detection system we have. Primarily, it would evade electromagnetic waves reflecting off of it (and subsequently entering our biological sensory systems for processing), which is the basis of our ability to detect things. We really only have good control technologically of one of the 4 fundamental forces (electromagnetic) and even then, there very well could be additional forces in nature that we haven't discovered yet. My view of UFOs is that given the scale of the universe, it is anthropocentric and nearsighted to assume we are the only intelligence in the universe, and further, there are likely highly intelligent "beings" all around us that we are simply unable to detect.

TLDR: There are likely UFOs and advanced intelligence of extraterrestrial origin monitoring us, but we don't have the technological capability to detect them.

If another civilization visiting Earth was actually millions of years more advanced than us, I highly doubt they would bother to go to much trouble hiding their presence from us. We would be of no more interest than bugs or worms to them. If we were being visited by such creatures, we should concern ourselves with hiding from them, really.
