Until we get some decent info on the current UAP flap, we might consider the following:.

USA/NORAD have adjusted their radar to pick up these objects with low radar observability.

China sent a balloon up.

Pilots reporting low observability and possible radar jamming from objects.

UAP maintaining altitude of around FL400.

Balloons don't typically climb to FL400 and stop ascending.

Balloons with a payload typically don't smash to pieces upon impact with the ground.

Pilots are giving conflicting accounts of what they're seeing out the window when they perform a pass, could potentially be more than one object, or one object getting replaced by a different object.

Highly speculative, but it's possible China is detecting UAP above US airspace it can't fly into, and wants better data than from satellites, sent up a balloon which the US subsequently shot down, USA/NORAD adjusted phased array radar to look for more balloons and started seeing the UAP China was seeing, sent up pilots for a closer look, don't understand what they're seeing but have been ordered to shoot them down as they are under the impression it might be more China espionage. Normally pilots are not actively shooting UAP out of the sky that we know of, they're just filing reports as they see them "on a daily basis".

It's speculative, these could very likely just be more balloons, but I struggle to understand why China would need/want to be sending balloons up to image what they can already see from satellite images.

What we really need is images of the UAP and sensor data, news outlets should start pressuring the pentagon to release it as we know how they like to cover everything up for "national defence" and "security". Perhaps as a community we could start getting journalists tweeting their stories and videos from various news outlets to put pressure on the Pentagon to be transparent.

Answer:

It seems to me China dispersed these balloons to track these UAP at the same altitude they have been seen. A couple months ago there were notifications from comercial airlines pilots from Brazil, Argentina and Florida: lights about 40,000ft steady and not being detected on the radar.
